Dr. Jennifer Rios

Dr. Jennifer Rios, DBA, PMP, is the CEO, President, and Chairwoman of the Board for Pinnacle Software Consulting, Inc., Linkitall, LLC, and VARIDD, LLC. A U.S. Army veteran with 13 years of service, including deployments supporting Special Operations in Iraq, Afghanistan, Kuwait, and Bahrain, she brings a unique blend of military discipline and business acumen to her ventures.

Her companies—federally certified as 8A, Service-Disabled Veteran-Owned (SDVOSB), Economically Disadvantaged Woman-Owned (EDWOSB), and Minority-Owned (MBE)—deliver solutions in IT, consulting, facility maintenance, healthcare, construction, and workforce development to federal, state, and local agencies.

Dr. Rios is also the Founder and President of the Hispanic Chamber of Commerce of Prince George’s County, where she champions entrepreneurship, economic development, and workforce opportunities for Latino and minority communities. She holds a Doctorate in Business Administration (Leadership) from Capella University, an MBA in Digital Entrepreneurship, and is a certified Project Management Professional (PMP).

Her numerous awards include the 2025 Most Admired CEOs, Top 100 MBE (2024), and multiple leadership honors recognizing her as one of Maryland’s most dynamic business and community leaders. Dr. Rios is also a Maryland commissioner where she is able to advocate for Latino from a state level.
